I gjth\u00eb studimi fokusohet n\u00eb shqyrtimin e dokumenteve arkivore t\u00eb administruara n\u00eb Arkivin e Autoritetit t\u00eb Dosjeve p\u00ebr Informimin mbi Dokumentet e ish-Sigurimit t\u00eb Shtetit, ku p\u00ebrfshihen platforma, historik\u00eb dhe rregullore, urdhra, udh\u00ebzime, imazhe ne trajt\u00ebn e fotografive dhe studime t\u00eb ish-funksionar\u00ebve mbi kalimin e paligjsh\u00ebm t\u00eb kufijve. Pjes\u00eb e r\u00ebnd\u00ebsishme e studimit \u00ebsht\u00eb edhe analiza statistikore e dokumenteve arkivore q\u00eb kan\u00eb t\u00eb b\u00ebjn\u00eb me arratisurit dhe thyesit e kufirit. Metodologjia, e p\u00ebrdorur p\u00ebr realizimin e k\u00ebtij studimi \u00ebsht\u00eb e tipologjis\u00eb analitike dhe fokusohet tek shqyrtimi i dokumenteve arkivore p\u00ebr t\u00eb dal\u00eb n\u00eb argumente shkencore, gjetje dhe konkluzione. Metodat \u00ebsht\u00eb nd\u00ebrtuar si vijon:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li><strong>Analizimi\u00a0<\/strong>i dokumenteve arkivore krijuar nga ish Sigurimi, duke identifikuar informacione kryesore si akte ligjore, udh\u00ebzime, platforma, rregullore e botime t\u00eb brendshme nga ish funksionar\u00ebt e Sigurimit t\u00eb Shtetit. Dokumentet jan\u00eb studiuar nga ana historike, arkivistike dhe politike. Jan\u00eb analizuar t\u00eb dh\u00ebna vizuale t\u00eb skicave, fotografive q\u00eb ilustrojn\u00eb metodologjit\u00eb e ruajtjes s\u00eb kufirit dhe q\u00eb v\u00ebrtetojn\u00eb kalimin e kufirit n\u00eb rrug\u00eb ilegale n\u00ebp\u00ebrmjet kufirit tok\u00ebsor.<\/li>\n\n\n\n<li><strong>Krahasimi<\/strong>\u00a0i m\u00ebnyrave t\u00eb kalimit t\u00eb kufirit n\u00eb form\u00eb legale dhe ilegale, ikjet p\u00ebrgjithmon\u00eb dhe p\u00ebrkoh\u00ebsisht, statistika t\u00eb ikjeve dhe riatdhesimeve.<\/li>\n\n\n\n<li><strong>Vler\u00ebsimi<\/strong>\u00a0i cil\u00ebsis\u00eb dhe besueshm\u00ebris\u00eb s\u00eb burimeve dhe dokumenteve arkivore, duke marr\u00eb parasysh kontekstin dhe autor\u00ebt.<\/li>\n<\/ol>\n\n\n\n<p><strong>Fjal\u00eb ky\u00e7e:<\/strong><em>kufi, ruajtja kufitare, arratisje, masa parandaluese, sinjalistik\u00eb, klon\/pengesa elektrosinjalizuese etj.<\/em><\/p>\n\n\n\n<p><strong>Q\u00ebllimi i Studimit:&nbsp;<\/strong>Ky studim ka si q\u00ebllim t\u00eb analizoj\u00eb politikat e ndjekura nga ish-Sigurimi i Shtetit, n\u00eb lidhje me mbrojtjen e kufirit, p\u00ebrmes ilustrimit t\u00eb fakteve dhe dokumenteve autektike arkivore, t\u00eb krijuara nga ish-Sigurimi i Shtetit gjat\u00eb periudh\u00ebs 1944-1991.<\/p>\n\n\n\n<p><strong>Objetivat e k\u00ebtij studimi jan\u00eb<\/strong>:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>T\u00eb evidentohen rregullat dhe procedurat q\u00eb ndiqte ish -Sigurimi i Shtetit, mbi izolimin e zonave kufitare;<\/li>\n\n\n\n<li>T\u00eb pasqyrohet bashk\u00ebpunimi midis Sigurimit dhe Pikave t\u00eb Kontrollit t\u00eb Kufirit (PKK), p\u00eb ruajtjen dhe mbrojtjen e kufirit;<\/li>\n\n\n\n<li>T\u00eb dalin n\u00eb pah shkaqet e arratisjes, rreziqet me t\u00eb cilat u p\u00ebrball\u00ebn ata q\u00eb tentuan t\u00eb kalonin kufirin, si dhe arsyet e riatdhesimit etj.<\/li>\n<\/ul>\n\n\n\n<p><strong>Hyrje<\/strong><\/p>\n\n\n\n<p>Gjat\u00eb periudh\u00ebs 1944-1991, disa nga tiparet kryesore t\u00eb sistemit totalitar t\u00eb cilat dominuan n\u00eb Shqip\u00ebri ishin: mohimi i t\u00eb drejtave dhe lirive t\u00eb qytetar\u00ebve, centralizimi, ashp\u00ebrsimi i politik\u00ebs, monopolizimi, armiku imagjinar etj. Edhe pse pas vdekjes e diktatorit Hoxha n\u00eb vitin 1985, nj\u00eb pjes\u00eb e mire e k\u00ebtyre tipareve p\u00ebsuan zbehje, ai i mohimit t\u00eb t\u00eb drejtave nuk u zbeh, por mbijetoi deri n\u00eb mesin e vitit 1991. Ashp\u00ebrsia q\u00eb p\u00ebrligjte regjimi n\u00eb k\u00ebt\u00eb drejtim, shfaqej ve\u00e7an\u00ebrisht n\u00eb pikat kufitare, ku evidentohej nj\u00eb tjet\u00ebr tipar, ai kontrollit t\u00eb rrept\u00eb brenda kufijve\/territorit shqiptar t\u00eb cilat u mbyll\u00ebn hermetikisht, duke mos lejuar kalimin drejt nj\u00eb vendi tjet\u00ebr. Kjo me q\u00ebllim, shmangien e kontaktit me bot\u00ebn tjet\u00ebr dhe me kultura t\u00eb ndryshe. N\u00eb k\u00ebt\u00eb punim do fokusohemi pik\u00ebrsht, tek fenomeni i arratisjeve si form\u00eb reagim por edhe tek pasojat fatale, q\u00eb erdh\u00ebn si rezulat i tij si: burgimi, internimi deri tek mohimi i jet\u00ebs.&nbsp;<a href=\"https:\/\/9db3cbaf-a9bd-4b9c-8b2a-27f7a673e912.eu-2.checkpoint.security\/al\/gov\/autoritetidosjeve\/new\/odo%23\/?p=8278&amp;preview=true#_ftn1\" target=\"_blank\" rel=\"noopener\">[1]<\/a>Internimi dhe d\u00ebbimi ishin masa administrative q\u00eb merreshin zakonisht kund\u00ebr pjestar\u00ebve t\u00eb familjes s\u00eb t\u00eb arratisurve apo personave q\u00eb paraqesin rrezikshm\u00ebri t\u00eb tjera. &nbsp;<a href=\"https:\/\/9db3cbaf-a9bd-4b9c-8b2a-27f7a673e912.eu-2.checkpoint.security\/al\/gov\/autoritetidosjeve\/new\/odo%23\/?p=8278&amp;preview=true#_ftn2\" target=\"_blank\" rel=\"noopener\">[2]<\/a>N\u00eb vitin 1959 u kalua nj\u00eb dekret n\u00eb form\u00eb amnistie p\u00ebr t\u00eb arratisurit nga i cili u p\u00ebrjashtuan n\u00eb at\u00eb koh\u00eb 208 persona q\u00eb u cil\u00ebsuan kriminel\u00eb lufte. Por ky dekret nuk krijoi besueshm\u00ebri pasi gjat\u00eb periudh\u00ebs 44-91 u riatdhesuan vet\u00ebm 60 persona. Duket se t\u00eb arratisurit kishin patur t\u00eb drejt\u00eb, iu hoq vet\u00ebm 190 vetave. P\u00ebr t\u00eb tjer\u00ebt dhe familjet e tyre, ish Sigurimi i Shtetit vendosi nj\u00eb regjim t\u00eb rrept\u00eb mbikqyrjeje dhe represioni. Rreth 13 600 persona u num\u00ebruan si t\u00eb arratisur n\u00eb raportet e Sigurimit t\u00eb Shtetit, nga 1944-1990, pa llogaritur t\u00eb larguarit e ambasadave n\u00eb korrikun e 1990. Nga k\u00ebta, rreth 4 784 ishin gra e f\u00ebmij\u00eb. Dominonin t\u00eb ikurit gjat\u00eb viteve 1945-1948.&nbsp; Rreth 998 t\u00eb tjer\u00eb vdiq\u00ebn ose u vran\u00eb nga regjimi n\u00eb p\u00ebrpjekjen p\u00ebr tu larguar nga vendi. Sipas raportimeve, ikjet u tentuan m\u00eb shume nga Gjirokastra, 1399; nga Shkodra, 924; Saranda, 859; Kor\u00e7a, 729; Kuk\u00ebsi, 777; Vlora, 436; Dibra, 520; Tropoja, 402; e m\u00eb pas Tirana, 333, Erseka, 214; Pogradeci, 178; Puka, 184 e Durr\u00ebsi, 161 vet\u00eb.<\/p>\n\n\n\n<p><strong>Kalimi i kufirit dhe arratisja si dy veprime t\u00eb nd\u00ebshkueshme nga regjimi<\/strong><\/p>\n\n\n\n<p>Arratisja jasht\u00eb shtetit ishte cil\u00ebsuar si nj\u00eb nga format m\u00eb t\u00eb mprehta t\u00eb veprimtaris\u00eb t\u00eb ashtuquajtur armiq\u00ebsore dhe nj\u00eb nga format kryesore t\u00eb tradh\u00ebtis\u00eb ndaj atdheut<a href=\"https:\/\/9db3cbaf-a9bd-4b9c-8b2a-27f7a673e912.eu-2.checkpoint.security\/al\/gov\/autoritetidosjeve\/new\/odo%23\/?p=8278&amp;preview=true#_ftn3\" target=\"_blank\" rel=\"noopener\">[3]<\/a>. &nbsp;Me veprimtari armiq\u00ebsore n\u00eb form\u00ebn e arratisjes jasht\u00eb shtetit kuptohej, braktisja e Atdheut nga ana e shtetasit shqiptar, n\u00eb m\u00ebnyr\u00eb t\u00eb kund\u00ebrligjshme, p\u00ebrgjithmon\u00eb ose p\u00ebrkoh\u00ebsisht, duke ikur ilegalisht n\u00eb nj\u00eb shtet tjet\u00ebr n\u00ebp\u00ebrmjet kufirit shtet\u00ebror ose duke refuzuar kthimin n\u00eb Atdhe, me q\u00ebllim dob\u00ebsimin e vendit.&nbsp; Sipas Sigurimit kishte dy forma t\u00eb braktisjes s\u00eb atdheut, q\u00eb ishin:<\/p>\n\n\n\n<p><em>a). Braktisje e p\u00ebrhershme.<\/em>&nbsp;Kjo braktisje nd\u00ebrrmjerej nga ata persona, t\u00eb cil\u00ebt arratiseshin t\u00eb vendosur p\u00ebr mos tu kthyer m\u00eb;<\/p>\n\n\n\n<p><em>b). Braktisje e p\u00ebrkoh\u00ebshme<\/em><strong>.&nbsp;<\/strong>Kjo barktisje kishte t\u00eb b\u00ebnte me personat q\u00eb arratiseshin dhe pastaj riatdhesoheshin, p\u00ebr arsye q\u00eb vareshin ose jo nga ata.<\/p>\n\n\n\n<p>Si arsye q\u00eb nuk vareshin prej tyre r\u00ebndisim: rikthimi nga ana e shtetit ku ai k\u00ebrkonte strehim, rikthimi me detyra spiunazhi, kapja nga organet e ish- Sigurimit n\u00ebp\u00ebrmjet kanaleve ilegale apo legale, rr\u00ebmbimi nga organet e ish-Sigurimit jasht\u00eb shtetit dhe sjellja n\u00eb Atdhe etj. Nd\u00ebrsa si arsye q\u00eb vareshin prej tyre r\u00ebndisim: riatdhesimi me vullnetin e tij pasi ishte penduar p\u00ebr vepr\u00ebn e kryer, dor\u00ebzimi tek organet e Sigurimit n\u00eb m\u00ebnyr\u00eb vullnetare kur mund ta d\u00ebrgonin me detyra spiunazhi p\u00ebrkoh\u00ebsisht ne Atdhe etj. &nbsp;Kalimi i rregullt i kufirit, kryhej n\u00ebp\u00ebrmjet pik\u00ebs s\u00eb kalimit kufitar t\u00eb caktuar nga Ministria e Pun\u00ebve t\u00eb Brendshme, duke patur dokumentet p\u00ebrkat\u00ebse pashaport\u00eb dhe leje kalimi l\u00ebshuar nga organi kompetent MPB. N\u00eb \u00e7do rast tjet\u00ebr, kur kalimi i kufirit nuk kryhej n\u00eb k\u00ebto pika, ose edhe kur kryhej, por pa patur dokumentet p\u00ebrkat\u00ebse, cil\u00ebsohej si kalim i paligjsh\u00ebm t\u00eb kufijve ose arratisje jasht\u00eb shtetit dhe ishte nj\u00eb veprim i nd\u00ebshkuesh\u00ebm. &nbsp;<\/p>\n\n\n\n<p>Po \u00e7far simbolizonte kalimi i kufirit dhe p\u00ebrse ishte kaq i r\u00ebnd\u00ebsish\u00ebm kontrolli kufitar?<\/p>\n\n\n\n<p>Kalimi i paligjsh\u00ebm i kufirit, mendohej se mund t\u00eb kishte pasoja n\u00eb c\u00ebnimin e marrdh\u00ebnieve shtet\u00ebrore t\u00eb mbrojtura me ligj, ku nd\u00ebr m\u00eb kryesoret ishte sigurimi i jasht\u00ebm i vendit dhe i fuqis\u00eb mbrojt\u00ebse t\u00eb tij. Rradhitja e elementit t\u00eb arratisur jasht\u00eb shtetit, krahas forcave t\u00eb armikut dhe kthimi i tyre n\u00eb burim propagande p\u00ebrmes radios, televizionit dhe mjeteve figurative.&nbsp; Me q\u00ebllim shtremb\u00ebrimin e fakteve, ngjarjeve dhe gjendjen reale t\u00eb vendit ton\u00eb, p\u00ebr t\u00eb ulur prestigjin e RPSSH n\u00eb aren\u00ebn nd\u00ebrkomb\u00ebtare, infektuar e \u00e7oroditur mendjet e njer\u00ebzve me komb\u00ebsi shqiptare dhe opinionin e sh\u00ebndosh\u00eb bot\u00ebror p\u00ebr vendin ton\u00eb. &nbsp;K\u00ebshtu kufijt\u00eb u mbyll\u00ebn hermetikisht duke ndaluar hyrje-daljen e popullsis\u00eb, p\u00ebr t\u00eb parandaluar burimin nga idet\u00eb dhe kulturat e huaja. &nbsp;<\/p>\n\n\n\n<p><strong>Shkaqet q\u00eb nxit\u00ebn arratisjen jasht\u00eb shtetit sipas ish-Sigurimi t\u00eb Shtetit<\/strong><\/p>\n\n\n\n<p>Shkaqet kryesore q\u00eb nxisnin arratisje &nbsp;asht\u00eb shtetit sipas ish-Sigurimit, n\u00eb t\u00ebr\u00ebsi lidheshin me<a href=\"https:\/\/9db3cbaf-a9bd-4b9c-8b2a-27f7a673e912.eu-2.checkpoint.security\/al\/gov\/autoritetidosjeve\/new\/odo%23\/?p=8278&amp;preview=true#_ftn4\" target=\"_blank\" rel=\"noopener\">[4]<\/a>:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Kryerjen e nj\u00eb veprimtarie t\u00eb m\u00ebpar\u00ebshme armiq\u00ebsore apo keqb\u00ebr\u00ebse, p\u00ebr t\u00eb cil\u00ebn Organet e Sigurimit kishin ose jo dijeni. N\u00eb k\u00ebto kushte tendenca e arratisjes buronte nga neovja p\u00ebr t\u2019i shp\u00ebtuar hetimit, gjykimit dhe d\u00ebnimit, q\u00eb do t\u2019i jepej p\u00ebr k\u00ebto veprimtari t\u00eb kund\u00ebrligjshme, kur ai do evidentohej si autor i tyre. Gjithashtu p\u00ebr t\u00eb realizuar nj\u00eb veprimtari m\u00eb t\u00eb gjer\u00eb armiq\u00ebsore jasht\u00eb vendit, ose p\u00ebr t\u00eb realizuar disa momente t\u00eb saj q\u00eb k\u00ebrkojn\u00eb doemos arratisjen jasht\u00eb shtetit;<\/li>\n\n\n\n<li>Si rezultat i nxitjes direkte q\u00eb u b\u00ebhej personave konkret\u00eb p\u00ebr t\u2019u arratisur jasht\u00eb shtetit, nga element\u00eb t\u00eb ndrysh\u00ebm si armiq, agjent\u00eb t\u00eb zbulimeve t\u00eb huaja, element\u00eb antiparti, t\u00eb deklasuar etj. Si procedur\u00eb p\u00ebrfshihej p\u00ebrpunimi ideologjik, kompromentimi moral e material, degjenerimi etj. N\u00eb raste t\u00eb tjera shfryt\u00ebzoheshin gabimet e ndryshme q\u00eb kishin b\u00ebr\u00eb, pasojat q\u00eb vinin nga q\u00ebndrimi i shoq\u00ebris\u00eb ndaj tyre, konflikte t\u00eb ndryshme n\u00eb familje, n\u00eb pun\u00eb e shoq\u00ebri;<\/li>\n<\/ol>\n\n\n\n<ul class=\"wp-block-list\">\n<li>D\u00ebshira p\u00ebr t\u00eb b\u00ebr\u00eb nj\u00eb jet\u00eb m\u00eb aventura, e cila shfaqet tek nj\u00eb mosh\u00eb e re dhe e paformuar ideolo-politikisht. Nga ana tjet\u00ebr mund t\u00eb jet\u00eb si rrezultat i d\u00ebshirave p\u00ebr t\u00eb shkuar pran\u00eb t\u00eb af\u00ebrmve t\u00eb emigruar ose t\u00eb arratisur p\u00ebr t\u00eb jetuar me ta;<\/li>\n\n\n\n<li>Mund t\u00eb influenconin edhe predispozita armiq\u00ebsore si: p\u00ebr t\u00eb shp\u00ebtuar nga nj\u00eb hakmarrje e mundshme, shmangia e grindjeve t\u00eb vazhdueshme, intriga q\u00eb shkaktojn\u00eb efekte t\u00eb r\u00ebnda psikike etj.<\/li>\n<\/ul>\n\n\n\n<p><strong>M\u00ebnyrat e kalimit kufitar sinjalistika dhe masat e marra nga sektori i Sigurimit p\u00ebr parandalimin e tij<\/strong><\/p>\n\n\n\n<p>Arratisja jasht\u00eb shtetit, \u00ebsht\u00eb realizuar duke kaluar kufirin shtet\u00ebror n\u00eb pjes\u00ebn tok\u00ebsore, ujore dhe ajrore t\u00eb tij<a href=\"https:\/\/9db3cbaf-a9bd-4b9c-8b2a-27f7a673e912.eu-2.checkpoint.security\/al\/gov\/autoritetidosjeve\/new\/odo%23\/?p=8278&amp;preview=true#_ftn5\" target=\"_blank\" rel=\"noopener\">[5]<\/a>. Por p\u00ebr t\u00eb dh\u00ebn\u00eb nj\u00eb ide m\u00eb t\u00eb qart\u00eb, po i analizojm\u00eb n\u00eb m\u00ebnyr\u00eb m\u00eb detajuar disa nga format e arratisjes si m\u00eb posht\u00eb vijon:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Ishte konsideruar si m\u00eb i p\u00ebrshtatsh\u00ebm kalimi n\u00eb form\u00eb tok\u00ebsore n\u00eb vende me reliev t\u00eb thyer q\u00eb v\u00ebshtir\u00ebsojn\u00eb vrojtimin e nj\u00ebsive t\u00eb sh\u00ebrbimit, shfryt\u00ebzimi i koh\u00ebs kur ndrrohen trupat ushtarake, kalimi duke p\u00ebrdorur kafsh\u00ebt p\u00ebr t\u00eb mos l\u00ebn\u00eb gjurm\u00eb, kalimi i kufirit n\u00eb vende t\u00eb pyll\u00ebzuara etj. Kalesat n\u00ebntok\u00ebsore nuk jan\u00eb ndeshur, por ato mund t\u00eb realizoheshin duke hapur tunele t\u00eb n\u00ebndheshme n\u00eb zona t\u00eb buta af\u00ebr kufijve.<\/li>\n\n\n\n<li>Arratisja n\u00ebp\u00ebrmjet form\u00ebs ujore i referohej shtigjeve kufitare ku p\u00ebrfshin pjes\u00ebt detare, liqenore dhe lumore dhe realizohej me an\u00eb t\u00eb barkave, d\u00ebrrasave, trar\u00ebve, komardareve, ndihm\u00ebn e kallamave q\u00eb siguronin frym\u00ebmarrjen gjat\u00eb notit.<\/li>\n\n\n\n<li>Arratisja n\u00ebp\u00ebrmjet form\u00ebs ajrore nuk u v\u00ebrtetua asnj\u00ebher\u00eb. Pas analizimit, t\u00eb vler\u00ebsohen dhe e t\u00eb merreshin masat e plota p\u00ebr ndjekjen e tyre. Dy kryefamiljar\u00ebt e familjeve respektive, ishin evidentuar si kontigjent\u00eb nga ana e Sigurimit dhe n\u00eb ngarkim t\u00eb tyre jan\u00eb marr\u00eb pes\u00eb t\u00eb dh\u00ebna nga bashk\u00ebpun\u00ebtori \u201cGryka e Shkodr\u00ebs\u201d. N\u00eb k\u00ebto t\u00eb dh\u00ebna b\u00ebh\u00ebj fjal\u00eb p\u00ebr q\u00ebndrimin e tyre dhe p\u00ebr nj\u00eb takim me nj\u00eb vizitor t\u00eb ardhur nga Australia, vendi ku sipas t\u00eb dh\u00ebnave operative, ndodheshin me banim edhe babai me xhaxhallar\u00ebt e tyre. N\u00eb relacion thuhet se sipas th\u00ebnieve t\u00eb n\u00ebn\u00ebs s\u00eb tyre, rreth or\u00ebs 22:00, t\u00eb gjith\u00eb kan\u00eb dal\u00eb nga sht\u00ebpia dhe kan\u00eb kaluar jo n\u00eb rrug\u00eb kryesore, por mbi fshat dhe n\u00eb pik\u00ebn kufitare. Arratisja e tyre u b\u00eb e mundur, duke kap\u00ebrcyer gardhin me tela elektrosinjalizuese (i ashtuquajturi KLON) me shkall\u00eb prej druri t\u00eb cilat ishin b\u00ebr\u00eb n\u00eb sht\u00ebpin\u00eb e tyre, pasi gjat\u00eb kontrollit n\u00eb banes\u00eb iu gjet\u00ebn mjetet e pun\u00ebs<strong>,&nbsp;<\/strong>gj\u00eb q\u00eb organet e Sigurimit nuk ishin n\u00eb dijeni. N\u00eb k\u00ebt\u00eb relacion, me gjith\u00eb masat e marra p\u00ebr kontrollin e tyre, vet\u00eb organet e Sigurimit evidentuan disa t\u00eb meta n\u00eb lidhje me organizimin e pun\u00ebs agjenturale-operative. K\u00ebshtu b.p. \u201cGryka e Shkodr\u00ebs\u201d i cili jepte t\u00eb dh\u00ebnat, edhe pse kishte dijeni nuk kishte informuar mjaftuesh\u00ebm. Si\u00e7 e pranon dhe ai vet\u00eb, nuk e kishte vler\u00ebsuar sic duhej situat\u00ebn dhe nuk besonte se do t\u00eb arrinin deri aty.
